If degrees from UOP online are so frowned upon, why is the U. S. Army allowing their soldiers to go there?

I know for a fact that my husband (a soldier in korea) was given UOP online (Axia College) as an option for furthering his career through the army. Nearly every school has a poor reputation in some instances, especially those trying to offer methods other than the traditional for furthering people's education. and, personally, i know that a lot of complaints come from indecisive, lazy people who joined and filled out the paperwork, only to decide they dont want to go through with it. You can't return a movie after you take it home and watch it and decide you don't like it.
